As with most things in life, what is your budget?
If aiming for a big bhp increase as the end goal then forget about doing things like exhaust at this stage as it will not be suitable for what you want to end up with.
If funds don't allow big bhp increase at this stage then improve other areas of the car to make the most of the power you have.
Better handling and a lighter chassis are better improvements than an air filter.

Get a clear idea of what you want to have the car end up like, create a plan on how to get here and stick to it, will save you a lot of money in the long term.

Quick wins for power increase though, turbo engine transplant or drop the CR on your engine and turbo or supercharge it (or both) but don't forget making the chassis handle the power.
